Systems engineering capability is concentrated in a small number of European programmes. That changes how a search has to be run.
Most space hiring plans assume a systems engineer can be recruited in the same way as a software developer or a project manager: publish the role, collect applications, shortlist. In practice, the search behaves differently, and the difference is visible in the first four weeks.
The reason is structural. Systems engineering capability in Europe is built inside programmes, not inside training pipelines. An engineer becomes a credible candidate for a satellite platform role by spending years on a satellite platform, close to the interfaces, the verification campaign and the anomalies. That experience is created in a limited number of organisations, and those organisations are usually still running the programme that created it.
A search for a systems engineer is rarely a search for a systems engineer. It is a search for a specific combination: the mission domain, the subsystem exposure, the phase of the lifecycle, the standards environment and the working language of the team.
Each of those filters is reasonable on its own. Applied together, they typically reduce a national market to a population that can be counted rather than estimated. When a market can be counted, an application-based process is the wrong instrument — it samples the small share of that population that happens to be actively looking.
Engineers who are not looking for a job do not respond to a role summary. They respond to technical substance: what the system is, what has already been decided, what is still open, who owns the interfaces, and what the next two years of the programme look like.
This is why outreach quality matters more than outreach volume. A first message that cannot describe the technical problem accurately will not be answered by the people who could solve it.
Timelines shorten when the definition work happens before the search rather than during it. Three things make the largest difference in our experience:
Hiring in a small, specialised, distributed market is not slower because candidates are difficult. It is slower when the process assumes an abundant market that does not exist. Direct search, an honest map and structured screening are the corrections — and they are most effective when applied at the start of the mandate rather than after the first failed round.
Two engineers with identical CVs can carry entirely different responsibility. Structured screening is what separates them.
